Beautiful luncheon plate by Regal Vellum - the plate has ivory glaze with pink & yellow parrot tulip in the center, smaller colorful flowers around the edge. Rim is gadroon trimmed, with tiny beading and a narrow band of gold inside the beading. There is a small hairline crack near the center on the plate.
